"The difficulties in recruiting nursing staff reported by hospitals, nursing homes, and community health agencies around the country cannot be attributed to substantial numbers of registered nurses not practicing, nor specifically to an exodus of nurses leaving the profession for other types of work. Such theory is rationalization and Is not supported by any current evidence. Rather the coun- try Is, in fact, experiencing an increasingly reai ana potentially dangerous shortage of nurses," ne said.

It la estimated that nearly 40 percent of Inactive nurses are Individuals over 50 years of age who have stopped practicing because of the strenous demands of the pro-(esslon. Other non-practicing nurses are mothers of chldren under six years of age, may of whom later return to the work force. National studies have demonstrated that only a small percentage of all registered nurses are employed in other fields, Dr. McNulty noted. The Ohio University Regional Campus located In Zanesvllle Is currently offering a refresher course for R.N.'s which will begin July 21 and run through Aug.

22. This class will meet Tuesdays and Wednesdays from 8 a m. until 4 p.m. The course Is designed to present current nursing care approaches to the adult medical-surgical patient with diabetes, disorders of the cardiopulmonary systems, neurological disorders, and problems with the skeletal system. Methods of instruction will include lectures, observational and clinical experiences, use of audio visual materials, case studies and reading.

A current license as registered nurse In Ohio Is required. All nurses Interested In enrolling should call the OUZ Admissions Office at 453-0762, ext. 41 to reserve a place In the class. Tuition for the course Is $132 and there is no admission fee for summer courses. Nursing Declines The number of graduates from educational programs preparing registered nurses declined during the 1978-79 academic year, according to the National League for Nursing's 1980 Annual Survey of Stale-Approved Schools of Nursing.

This decrease occurred despite a net Increase of 15 during the year In the total number of RN programs. The 1.0 percent decline In graduates, from 78,697 In the academic year 1977-78 to 77.932 In 1978-79, was the first such drop since the mld- Admissions of first year students to registered nurs- Ing programs were down for ute second consecutive year, declining 29 percent from 111,928 In 1977-78 to 108,717 In 1978-79. Total enrollments in RN programs declined 1.9 percent from 242,259 In October, 1978 to 237,580 In October, 1979, continuing the steady decrease of the prior three years. "We are witnessing a systematic decline in the preparation of new nurses, while all evidence indicates an Increasing demand for nursing services In coming years, said NLN president Matthew F. McNulty chancellor of the Georgetown University Medical Center, Washington, DC.

"The adverse impact of this decline upon the provision of health care services In the United States cannot be overemphasized," be said. McNulty further cautioned that continued administration efforts to eliminate federal funds for nursing schools and nursing student aid, II successful, could force the closing of some schools and prevent many low and middle income students from seeking or continuing their nursing education, further diminishing the supply of new nurses. "I strongly urge that funds be Increased and action programs In student recruitment and nursing education be expanded at federal, state and local levels. The evidence of factual data is clear and definitive; every statistical finding forecasts an Inexorable decline in both nursing schol admissions and nursing school graduations." he said. "The continued contention In some areas of the Administration that there is no nursing shortage is now increasingly refuted in all parts of the country, as more states document their ln- hearinn air) nffAr Vnmnrinn" Atlanta II TI AllanlcCt 71 II elr Baltimore II II cdy Blrmlnihm II II ITcdy Blsmsrck II II Sols IT ll clr Boatsi 71 II Breenavll II II Buffalo 74 14 CbarHlnlC II 71 clr ChsrlitaWV II IT Cheyenne II 14 clr Cnlcais TT ii Cincinnati II 17 Cleveland TI 41 Columbus TI II Dsl-riWth 101 II clr Denver II 17 cdy DeiMolnti 11 71 II clr Dstrolt TI II Dululh II II elr Fairbanks TI IT Hartford TT II cdy Helena II II cdy Honolulu IT 71 Houston II 14 Indnsplls 17 14 Jacisnvlli II 74 llcdy Juneau II II .11 rn KansClty 101 TI LasVsiss 101 II elr MttleRock 101 II clr Lot Aotelti ll II elr Louisville II 17 Memphis 101 14 Miami II 71 rn Milwaukee 71 10 Mpls-St IT 71 clr Nsahvllle 14 71 NewOrleaai II II NeeYork 71 II Norfolk II II cdy OklaClty II 74 clr Omaha 17 71 clr Orlando II 74 Phlladpbla II 10 Phoenli II 17 Pittsburgh 71 II rn Ptland.Me 74 II Ptland.Ore 71 II clr RapidClly los II clr Reno II 41 clr Richmond II 51 StLouls II TI StP-Timpe II TI SaltLake 17 71 San Diego 77 II clr SanFraa II S3 clr Seattle 71 54 clr Spokane 10 II clr, SISteMsrte TI 41 tdy Tulss 100 14 elr Wathlngtn II II cdy Hl-Sunday'shlgh.
